Objective
This programme aims to enhance the substantive knowledge and practical skills of sector personnel, consultants, managers etc, in applying Human
Rights Based Approaches to reform of the health sector. The programme is designed for people working in the health sector (with state or non-state institutions), those undertaking global health assignments (such as UN or EC framework contract Lot 8) or those adapting their expertise for consulktancy work in the international context.
Knowledge and skills enhanced include:
- The legal principles, policies and practice underpinning human rights based approaches to health sector reform, core legal obligations and other principles (MDGs etc)
- Sectoral approaches and the relationship between the health sector and other sectors (such as education; justice.)
and between the right to health and the 'underlying determinants of health'
- Human Rights Based needs assessment, programme design, implementation as well as monitoring & evaluation
- Programming tools and checklists (including benchmarks and indicators of human rights change in the sector)
- Case studies of national contexts, specific groups (such as children, women, persons with disabilities) as well as thematic issues (such as HIV/AIDs, maternal, child and reproductive health, neglected diseases)
- Teamwork, advocacy, strategic partnerships and consulting opportunities
Methods
The Programme uses a variety of pedagogical techniques;
including presentations, plenary discussions, group work and role-plays,
case studies, etc. The Programme is highly participatory and emphasises
cross-learning among participants, based upon advance reflection.
Advance reading provides participants with a common grounding in the
international legal framework governing justice sector reform and human
rights based approaches.
An indicative programme will be available shortly, and will be up-dated in light of the profiles of confirmed 2012 participants.
Participants
Reflecting the multi-disciplinary nature of
human rights based health sector reform, the programme is aimed at
individuals from a range of disciplines (law and other social sciences,
project management, etc), with experience in developing and
industrialised countries:
public officials; regulatory bodies; international
civil servants; bi-lateral donors; non-state actors as
well as policy advisors/project managers. The programme is of particular
relevance to officials or consultants providing technical assistance to bi-

The programme is non-residential. Participants will be provided
with a range of accommodation options to choose from, including
on-campus.See 16-20 July 2012 logistics details.
The programme fee is 1,475 euro for payments received by 21 May 2012 - covering tuition, materials, lunch and refreshments during
the programme. The fee after that date is 1675euro.

Deadline for Applications: Priority to applicants
confirmed before 21 May 2012. If you require an Irish visa, please
